The old Muslims had followed a calender that depended on prominent events. But after 17 years of the Prophet's immigration to Medina, in the third or fourth year of Omar's caliphate, Abu Musa Ashaari sent to Omar letter to find a solution to count the dates as a lot of confusions happened.
How:
The Caliph Omar decided to held a meeting to discuss this matter and the companions of the Prophet agreed on making the immigration of the Prophet the start of the Islamic calender.
When:
The Islamic calender was approved officially after 2 and half years of Omar's caliphate.
