The top layer is clear and should remain attached to the sticker until after the sticker has been positioned and pressed on to the surface you want it to remain on. After you place the sticker where you want it, make sure it is exactly perfect, then press firmly with your fingers or use a credit card to smooth it out and to get all the air bubbles out.
